The purpose of this letter is to institutionally clarify the technical and scientific criteria adopted by the Cariri Association for Studies and Research in Dentistry (ACEPO) and by the School of Dentistry of Centro Universitário Maurício de Nassau (UNINASSAU) in two areas not expressly regulated by the Association's Bylaws, approved at the General Assembly held on December 18, 2024, and duly recorded with the Civil Registry: (i) the parameters applicable to the admission of members to the reviewer and evaluator category; and (ii) the formal structure of the scientific peer-review process conducted at institutional events.
Although Articles 3 and 4 of ACEPO's Bylaws govern the admission of members in general terms, they do not detail the specific parameters applicable to the category of reviewer and evaluator members. This omission is addressed pursuant to Article 31 (Chapter X — General Provisions) of the same Bylaws, which provides that “omissions shall be resolved by the Board of Directors and ratified by the General Assembly.” It is in the exercise of this statutory authority that ACEPO's Board of Directors has consolidated the uniform technical criteria described herein, applicable indistinctly to all candidates.
I. Technical Criteria for the Admission of Reviewer and Evaluator Members
Admission as an ACEPO member is neither merely administrative nor automatic. Pursuant to Article 4 of the Bylaws, the admission of any member is subject to formal approval by the Board of Directors, preceded by the submission of a letter of interest demonstrating the candidate's technical and scientific capacity to contribute to the research and study group. Should the Board not approve the application, the contribution is fully refunded to the applicant within 30 days, a circumstance that, in itself, evidences the selective and merit-based nature of the decision.
For the specific category of reviewer and evaluator members, the Board of Directors, in the exercise of the authority granted by Article 31 (Chapter X) of the Bylaws, applies the following cumulative criteria:
- Scientific and academic relevance. The relevance of the scientific and technical work submitted by the candidate is examined, with particular attention to the alignment of contributions with the Association's areas of interest — dental prosthetics, oral rehabilitation, dental biomaterials, restorative implantology, and advanced esthetic dentistry — and to the dialogue between the candidate's work and the contemporary international literature.
- Technical and methodological consistency. The methodological rigor of the submitted work is verified, observing the coherence of the protocols described, the systematization of the clinical or laboratory workflows, and the candidate's mastery of the optical, mechanical, and biological behavior of the materials employed. Each described stage is expected to be associated with defined and scientifically grounded technical objectives.
- Scientific and institutional contribution. The candidate's effective potential to contribute to teaching, research, and outreach activities is assessed, in line with the objectives set forth in Article 2 of the Bylaws. Particular value is placed on contributions to the advancement of esthetic and biomimetic restorative protocols, to the improvement of optical integration between ceramic restorations and natural dentition, and to the development of clinically reproducible laboratory techniques.
- Compliance with recognized scientific standards. The submitted work must observe an adequate methodological structure, appropriate technical terminology, and recognized citation standards, supported by peer-reviewed international references and aligned with the academic parameters in force in the specialty.
- Collegial technical evaluation. The decision is reached on a collegial basis, under qualified academic supervision, verifying the technical merit, practical applicability, and contributory potential of the candidate to contemporary dentistry, in line with modern restorative concepts oriented toward minimally invasive esthetics and high-performance ceramic rehabilitation. The decision is duly recorded and filed in ACEPO's institutional acts.
II. Formal Structure of the Scientific Peer-Review Process
The scientific peer-review process conducted by UNINASSAU in partnership with ACEPO at its institutional events follows a formal and structured procedure, consistent with the standards adopted by institutional scientific committees. Each submitted work is previously assigned to a reviewer whose expertise is compatible with the subject matter, and the review is conducted in a technical, independent, and well-grounded manner, with the issuance of a written opinion to the organizing committee containing a merit-based analysis and a recommendation for acceptance, modification, or rejection.
The technical criteria uniformly applied by reviewers are the following:
- methodological adequacy and clarity of the experimental or clinical design;
- consistency among objectives, methods, and results;
- relevance and currency of the bibliographic references;
- scientific relevance and contribution to the specialty;
- accuracy in the use of technical terminology; and
- clinical or laboratory feasibility of the protocols described.
The uniform application of these parameters ensures the strictly technical nature of the review and the equivalence of the process to the standards internationally adopted by scientific committees.
III. Concrete Application of the Criteria
The institutional criteria described above are applied uniformly to all candidates and to all works submitted for consideration by ACEPO and by the School of Dentistry of UNINASSAU. When applied to the case of the member in question, the collegial technical analysis confirmed full compliance with the requirements set forth in Part I of this letter, which led to the formal deliberation of their admission to the category of reviewer and evaluator member by ACEPO's Board of Directors on September 10, 2024. Likewise, their role as a scientific reviewer at an institutional event of UNINASSAU fully observed the formal structure described in Part II.
